IS THIS STATEMENT TRUE?

Biblically speaking, the purpose of government, at its most basic, is to reward good and punish evil.

There is an aspect of definite, scriptural truth to that statement. "For rulers are not a terror to good works, but to evil..... For he (authority) is God's minister to you for good. But if you do evil, be afraid: for he does not bear the sword in vain; for he is God's minister...." From Romans 13: 1-7 If you read the whole passage it is very much in context.
When readers keep in mind that government in the USA is supposed to be of the people, for the people, and by the people, this is not such a horrendous notion. The alternative is anarchy.
But i do feel that this is only covering the judicial branch, and maybe even more specifically , the law enforcement arm, and not the legislative and other areas which do so much more. This is just one function of government.
Just my thoughts.

If the question is what is most basic - I would offer that government's primary purpose is to bear the sword. Mankind is inherently and incurably selfish - its intent being only evil continually. This selfishness always leads eventually to chaos and violence. Mankind is fully capable of destroying itself. Law and order is the grace of God employed in the work of the gospel - preserving mankind that it might be given the opportunity to hear.
